A public arts center with art by locals. If you want to see what the local artsy population is up to then definitely visit this place. They usually have different exhibitions ongoing depending on the time of the year.

5. Tulare Historical Museum
Now we must admit this one is not in Visalia. It’s actually in Tulare, however, you can easily make the drive in a couple of minutes and this is a great little museum.
The Tulare Historical Museum is a great place to learn about the history of this small town. The museum opened in 1985 and contains mementos, changing art exhibits, and a small gift shop.
Apart from the focus on the local history, the military wing is also noteworthy, as are the exhibitions of three Tulare Olympians.
